The 2023 Legislative Session

The 2021 session of the General Assembly was one of our most successful legislative sessions ever. We introduced 5 different pieces of legislation, 3 of which were enacted into law. These bills significantly expanded our scope of practice and took some important first steps to address the abuses of Pharmacy Benefit Managers. In 2022 we introduced a bill for fair reimbursement and test & treat, however, the general assembly limited the number and types of bills to address and ended the session without hearing this particular bill.

Since the end of 2021, NCAP has been engaged in lengthy discussions with the Department of Insurance. The DOI was given the authority to examine PBM practices and, if necessary, fine these organizations for engaging in unfair and illegal acts. The DOI was also given the authority to examine Specialty Pharmacy Accreditation and make recommendations to the General Assembly. We have played a key role in supporting the work of the DOI on both fronts.

Due to the involvement of our members, NCAP has become more firmly positioned as THE VOICE for pharmacy in North Carolina; and we have made great strides in educating members of the General Assembly about our issues.

Currently, we are preparing for the next legislative session. NCAP is committed to serving our members' advocacy needs. Our advocacy web pages provide updates, talking points, and other grass-root materials for each of our bills so you can feel empowered and confident in sharing news about the progress of our legislative efforts. In the words of Henry Ford: "Coming together is a beginning, keeping together is progress, working together is success"
